Joel Chapter 2 is remarkable.

The context is "The Day of the Lord". Peter saw fit to quote from it directly on the Day of Pentecost at the inaugural outpouring of the Holy Spirit, 50 days after the resurrection:

‘In the last days, God says,
   I will pour out My Spirit on all people.
Your sons and daughters will prophesy
   your young men will see visions,
   your old men will dream dreams.
Even on My menservants and maidservants
   I will pour out My Spirit in those days,
   and they will prophesy.
I will show wonders in the heavens above
   and signs on the earth below,
   blood and fire and billows of smoke.
The sun will be turned to darkness,
   and the moon to blood,
   before the coming of the great and glorious Day of the Lord.
And everyone who calls on the name of the Lord
   will be saved.’ - Acts 2:17-21

The "outpouring" described in Acts 2 is something in addition to the initial receiving of the Holy Spirit - which occurred earlier, on the evening of the first day of the week following the resurrection:

He [Jesus] breathed on them and said, “Receive the Holy Spirit". - John 20:22

The outpouring in Acts 2 relates to receiving a special "power" needed to carry out the gospel message. Jesus told his disciples to wait in Jerusalem for it:

"I am going to send you what my Father has promised; but stay in the city until you have been clothed with power from on high.” - Luke 24:49

The context for the outpouring in Joel 2 is the "last days". The outpouring described in Acts 2 was an inauguration, not a culmination that gradually faded away by the end of the 1st century - never to be seen again. 
As the world becomes more destabilized, I believe the greatest harvest of souls and outpouring of the Holy Spirit is still coming (Rev 7) - in the middle of "great shaking, persecution, and global shifting".
