The promise of His Spirit is a gift made available to us. Whether the Spirit is in the process of drawing us to Him:

"No one can come to Me unless the Father who sent Me draws them, and I will raise them up at the last day."

John 6:44

Or, His Spirit already resides within us:

"And I will ask the Father, and he will give you another advocate to help you and be with you forever— the Spirit of truth.
...
the Advocate, the Holy Spirit, whom the Father will send in my name, will teach you all things"

John 14:16, 26

But learning to "walk by the Spirit" is not something that will come naturally - without effort and practice. In fact, these natural influences will tend to distract us and keep us away from hearing His voice.

So I say, walk by the Spirit, and you will not gratify the desires of the flesh. For the flesh craves what is contrary to the Spirit, and the Spirit what is contrary to the flesh. They are opposed to each other, so that you do not do what you want.

Gal 5:16-17

Jesus was very deliberate about about protecting His relationship with the Father:

But the news about Him was spreading even farther, and large crowds were gathering to hear Him and to be healed of their sicknesses. But Jesus Himself would often slip away to the wilderness and pray.

Luke 5:15-16

After He had sent the crowds away, He went up on the mountain by Himself to pray; and when it was evening, He was there alone.

Matt 14:23

In the early morning, while it was still dark, Jesus got up, left the house, and went away to a secluded place, and was praying there.

Mark 1:35

And so should we be very deliberate about establishing a routine of removing ourselves from the noise of this world so that we can hear His voice.
